A competence center for sustainable development and research is planned to be built on a hilltop site in the Turkish capital of Ankara. ONZ Architects respected the challenging topography and developed an uncompromisingly sustainable concept.
The form of the wings relates to the functions within. The terraced wing houses mainly workshops, storage rooms, and test labs – spaces that do not necessarily require daylight or permanent artificial lighting. The floors in this wing penetrate deep into the hillside, 15 to 20 meters. Office space is also planned for the front sections of these floors. The terraced roofs are planted, which adds insulation. It’s a natural way to save heating and cooling energy. The green roofs also provide a place for open-air experiments – or for employee recreation. Because the terraced structure follows the original profile of the hill, the wing blends into its natural surroundings.
Project author Zeynep Öktem places the project’s strategy in context: “We see sustainable construction as much more than implementing sustainable technologies. One must seek the best individual solution for each project from the very start.
As one of the three main Holcim Awards winners for Africa Middle East in 2014, “Eco-Techno Park” automatically qualified as a finalist in the Global Holcim Awards 2015. All 15 finalist project teams were asked to submit an updated and more comprehensive entry that was evaluated by a global jury in March 2015.
The results of the global phase of the 4th Holcim Awards competition were announced on April 20, 2015.

The USD 2 million Holcim Awards is the most significant international competition for sustainable design. The jury composed of renowned specialists from around the world and headed by Mohsen Mostafavi, Dean of the Graduate School of Design at Harvard University (USA) will evaluate 15 projects out of more than 6,000 submissions. The finalists are the winners of the Holcim Awards Gold, Silver, and Bronze Awards 2014 in each of the five competition regions of the world.
The finalist projects competing for one of the three Global Holcim Awards prizes are located in Austria, Colombia, Costa Rica, Ethiopia, France, Italy, Lebanon, Mexico, Nepal, Sri Lanka, Thailand, Turkey, and the USA and were entered by authors from these countries as well as from Germany, the Netherlands, and Spain. They reflect a broad variety of the current interpretation of sustainable construction combined with architectural excellence and enhanced quality of life beyond technical intervention.
The submissions will be evaluated by the Global Holcim Awards 2015 jury including Marc Angélil, Senior Dean of Architecture and Urban Design at the Swiss Federal Institute of Technology (ETH Zurich, Switzerland), Alejandro Aravena, Principal of Elemental (Chile), Maria Atkinson, Founding Director of the Australian Green Building Council (Australia), Meisa Batayneh Maani, Principal of maisam architects and engineers (Jordan), Yolanda Kakabadse, President of WWF International (Ecuador), Mohsen Mostafavi, Dean of the Graduate School of Design at Harvard University (USA), Matthias Schuler, Principal of Transsolar(Germany), and Rolf Soiron, Chairman of the Board of the Holcim Foundation (Switzerland).
The winners of the global prizes will share prize money of USD 350,000. Previous winners of the tri-annual Global Holcim Awards include Bureau EAST (Los Angeles, USA), Centola + Associati (Salerno, Italy), Coelacanth and Associates (Tokyo, Japan), Ingenhoven und Partner Architekten (Dusseldorf, Germany), Kéré Architecture (Berlin, Germany), L’OEUF (Montreal, Canada), Public Architecture (San Francisco, USA), Proyectos Arqui5 (Caracas, Venezuela), realities:united (Berlin, Germany), Tsinghua University (Beijing, China), and Urban-Think Tank (São Paulo, Brazil).

The jury greatly appreciated the project’s objective to promote economic growth in the region through innovation in environmental technologies. The building is accordingly conceived as a test bed for sustainable research exploring new techniques pertaining to the use of renewable resources – energy for heating and cooling, rainwater retention, temperature control, daylight, and natural ventilation. At the core of the scheme is the intention to establish a careful balance between the natural and fabricated realm – an objective most clearly expressed in the project’s landscape strategy, which aims to integrate the building in its natural setting.
An Eco-Park for sustainable research and technology that will promote small and middle-sized enterprises is planned for Ortadoğu Sanayi ve Ticaret Merkezi (OSTİM), an industrial zone located in Ankara. The project aims to maintain the site’s landscape. Offices, conference and workshop spaces are embedded within the terraced landscape. The building – situated at the edge of the site – constitutes a landmark for the area and connects with the terraces at different levels.
Designed to create a pleasant communal space for its users with minimum interference to the natural context, the project incorporates various sustainable features including natural lighting, geothermal heat pumps, green roofs, passive ventilation and water efficiency/irrigation systems.
The project, designed at the intersection of the constructed and the natural, aims to leave most of the site green, therefore the hill on the site is used for housing offices, conference and workshop spaces in terraces underneath the green texture. The building situated in the southern area of the site is designed as a landmark and is in close contact with the terrace structures along different levels. The terrace buildings offer a working environment intertwined with nature. Ortadoğu Sanayi ve Ticaret Merkezi (OSTİM) incorporates various sustainable features in its design as well as measures for improved lighting, ventilation, heating, visual comfort and indoor air quality to ensure user satisfaction and efficacy.
Lighting: Temperature control and lighting in the buildings is provided by sensors placed on the façade. The system is not fully automated since studies show that having control over the indoor environment quality increases working efficiency. Nevertheless this can lead to unnecessary energy consumption. Consequently, special attention is given to the installed system ensuring a balance of these two requirements. Lighting and temperature control is also achieved through vegetation.
Heating and cooling: Geothermal heat pumps are considered for the heating and cooling of the OSTIM Eco-Park Technology Development Center. In this system, pipes buried underground containing liquids with ~10°C temperature difference, transferring heat to or from the ground. Solar energy gain may not be sufficient for effective heating or cooling, however it can provide enough energy for geothermal heat pumps to function. The hybrid system will therefore resolve heating and cooling without any additional energy consumption.
Green roof: The green roofs of the terrace buildings contribute to the isolation of the building and to improved air quality, also assisting to lower air temperatures and combat the heat island effect. In addition, this design creates a continuation of natural texture throughout the site.
Ventilation: The corridor system on both sides of the office block creates a greenhouse effect in winter, thus contributing to heating, and also passive ventilation in summer.
Rainwater and grey water: Rainwater and grey water collected on site will be reused within the complex. This water will be purified by a simple mechanical filter and used for the irrigation of the landscape with a high-efficiency drip irrigation system.Download project entry poster (PDF, 5.05 MB) »See more
